Enable Hex mode for components with UTF-8 encoding.

Hex mode (Alt + Shift + H) works for programs with Windows-1252 encoding, but the standard encoding used in git repositories is UTF-8. In this encoding, Hex mode displays the message “Hex editing is not supported for UTF8 encoding.” I understand why this might be the case, as the table shown should be different in UTF-8, since there can be 2, 3, or 4 bytes depending on the character. In my opinion, it is simply a matter of how it is displayed on the screen. (For example, it is displayed with the LPEX editor).
