Implement support for EXEC SQL INCLUDE in HLASM for VS CODE

The VS Code HLASM extension currently does not support assembler programs that use EXEC SQL INCLUDE. As a result, DBB fails because the SQL include files are not being uploaded to MVS, preventing DBB from processing them. The includes are also not recognized or highlighted in the editor.  This is a side effect of the VS Code HLASM language support not handling those include members.
