For ceiling the storage usage, set limit of total size or reuse of output log of RSED when set debug_level=2

When set debug_level=2 in RSED, it needs huge storages in the case of 500 developers using MVS member concurrently.
A log output is necessary for debuging the RSED errors which occurrence time is unkonwn. So setting debeg_level=2 and starting RSED produce very vast amount of log data.
A facility of logfile reuse is very required to perform diagonosis under limited system capacity.
