RDz projects should not disappear from user workspace when resources are moved by the source management application

The following text is taken from the IBM answer in PMR 08907,300,624

Currently RDz has no way of
knowing what happened to the files when they are moved by a different
application and so we remove the reference from our subprojects.

We can look into an enhancement in a future release where the user is
asked whether they want the missing resource removed (as in when it was
deleted by another application and is no longer wanted) or whether they
want to provide a new location for the file (as in the customer's case)
or whether they just want to leave the broken link in place (in the
case where they know the resource will be restored to it's previous
location at some future time - e.g. checked out of a repository).
