Enable DB2-on-z/OS feature(s) that are disabled on DB2-on-Windows to support 'offline' development.

We are attempting to migrate our (DB2 COBOL stored procedure) development efforts off of the mainframe to a windows platform using Rational Developer for System Z (v7.6) and DB2 Express (for Windows). After setting up our development environment we discovered that the ability to create COBOL stored procedures was non-functional/disabled for DB2-on-Windows [see PMR 74926,072,649]. Aside from driving sales of DB2 z/OS installations or Remote Development Program subscriptions, I can think of no practical reason for disabling this feature (DB2 Express-on-Windows documentation claims to support COBOL stored procedures, there just does not appear to be any way to actually build the loadmodules to do it).
