Generate JCL based on the subsystem version

Similar to the capability to specify which CICS Transaction Server version is used for syntax checking, use this information to generate the appropriate steplib, etc. for the compilation, etc.
This capability should not be restricted to the CICS Transaction Server, but should include compiler versions, DB2 versions, etc.

    This, however, leads to massive PG inflation in installations such as ours that have multiple versions of subsystems, compilers, etc. It would be a very simple matter to define a "global" SET variable that could be passed to the JCL procedures.

    The CICS version is used to generate the right set of options to be able to do local syntax check and also to trigger the right level of CICS TX series - for DB2 - there is no equivalent function or need - also the DB2 version information is in the PROCs which are not available to RDz hence our recommendation is to create customized build procedures for each different combination of compiler, DB2, etc and then specify the desired build procedure in the associated property group.
