DBB User build - dependencies should be available whether people have opened the editor or not before

When the developer performs a user build, it is important to check "discover the dependencies to load", to make sure that all the needed source files are loaded on the mainframe. DBB user build is often used when a developer makes changes to a program, and therefore opens the editor. But not only. If the developer did not open the editor, checking this option does nothing, which is very hard to understand or is seen as a defect by the developer.
