Improve SCLM Perspective & SCLM Interface

(1) SCLM perspective uses only the standard RTC editor, and does not allow using LPEX.
(2) SCLM File types controlled by separate file type tables instead of using common RDz profile file type tables.
(3) The SCLM perspective should not be required when editing files in lowest level of SCLM hierarchy. Only "Check out" and other SCLM functions should require use of the SCLM perspective.

In part 3, We may use ISPF edit to modify the private level library of an SCLM hierarchy, instead of using SCLM edit. When using RDz remote file list of a SCLM PDS, it will not allow editing of the lowest (private) level library of the SCLM hierarchy. This does not provide the same functionality as ISPF, and is broken. It forces us off of RDz and back on to ISPF.

    This demo shows (#1) using the LPEX editor from the SCLM perspective and (#2) how to Infer file extensions for RDz from the language types defined in the SCLM project information. Regarding #3 in your request, RDz (SCLM DT) currently can't get access to this ISPF config setting as it is not currently exposed through an API. This is a known requirement for which we are considering implementation alternatives. Thank you.
