Give RDz the ability to split property groups between system managed and user managed groups

Currently the option on property groups is to either
1. Let the system manage the property groups
2. Let the user manage the property groups

We would like to be able to have a variation of this. We would like the system set up so that property groups that are defined by the system be controlled by the system, and any property groups defined by the user are controlled by the user.

    Brand - Servers and Systems Software
    Product family - Programming Languages
    Product - Developer for System z

    For recording keeping, the previous attributes were:

    We will not be able to satify this requirement at present. The feedback we recieved from customers resulted in the current implementation seen in RDz. Having overrides at multiple levels was a big cause for confusion as users were not able to tell which override came from where. Also Property Groups are used for doing compiles as well as build (compile, link) and run (compile link and go) - RDz sub project build results in a single load module, so if the sub project contains multiple PDS's - and if the link properties are overridden - its not clear as to which link instructions to use for doing the builds. Thanks.
