Allow debugger to display source when debug perspective is not the main perspective

I am opening this RFE on behalf of my customer CACEIS BANK. Here is the description:
If the user sets the Preferences for opening a new perspective in a new window and then starts debugging an application, the edit view will not show the source in the new window. This scenario only occurs with the LPEX editor.

    This capability can be achieved using the COBOL or PL/I edior as the preferred debug editor. Please set "File Associations" preferences to utilize the COBOL or PL/I editor at debug time. Thanks.
