IDz DBCS does not recognize empty SOSI or SISO inside

In unicode conversion from host, SO (x0E) and SI (x0F) characters are stripped off. They are inserted back when saving back to host.
DBCS character conversion does not work as expected with certain sequential combinations of SO and SI.
In some cases, it is due to the violation of the round trip conversion integrity.

1) x0Ex0F. This is considered an empty DBCS string and stripped off in unicode conversion. Column is shifted left.
2) x0E... x0Fx0E....x0F. A single byte character is expected in between x0F and x0E to maintain round trip conversion integrity, but is not included. Opening a member with this pattern causes the CRRZI0750E message and IDz opens the member as read only.
