Add CEE.SCEELKED to the Link Libraries in a new Property Group

When you create a new Property Group there's a Link tab. This Link tab references:
ORDER CEESTART - in the Link instructions

But, in order to include CEESTART (and for all practical purposes, in order for Link to work at all) - the L.E. library: CEE.SCEELKED must be hand-coded in the Link Libraries area of the Property Group. Why not just put in there by default? z/OS application programs almost never have a clue about these LE routines - and would end up with Link step fails - if they don't hand-code it.

    Due to processing by IBM, this request was reassigned to have the following updated attributes:
    Brand - Servers and Systems Software
    Product family - Programming Languages
    Product - Developer for System z

    For recording keeping, the previous attributes were:
    Brand - Rational
    Product family - Design & development
    Product - Developer for System z

    The information related to link libraries are not something that the end user would know as described, and CEE.SCEELKED is not the 'generic' naming convention, and in general RDz's recommendation is to have the non-user specific information in the PROCS.
