IMS support for WLM IWMCNTN (Contention notification service)

Customer sometimes suffers from very long response time of FP online transactions during heavy IMS BMP workload period.
The reason for the delay on online transaction is lock contention. The lock holder is BMP regions.
With WLM service class definition, the importance of online transaction is higher than BMP regions and CPU Critical=yes is specified for online transactions. BMP obtains locks but does not release them promptly sometimes when CPU usage is very high.

Customer specifies WLM parameters as followings,
- Online transaction
IMPORTANCE=2, CPU CRITICAL=YES

- BMP
IMPORTANCE=4

z/OS WLM should dispatch CPU to the BMP region that holds DB LOCKS, which online transaction waits to get, in spite of lower IMPORTANCE.

z/OS provided IWMCNTN service for handling this situation. With MaxPromoteTime in IEAOPTxx, we can define the time during which a resource holder is allowed to run promoted when it is possibly causing a resource contention.

However, IMS does not support IWMCNTN currently.

As for DB2, DB2 V10 "What's New" manual has the following description.
>Support for z/OS enqueue management
>Version 10 uses IBM Workload Manager for z/OS enqueue management to more
>effectively manage lock holders and waiters.

IMS also should support IWMCNTN service.

Customer will migrate to z/OS V2R1& IMS V13 next time. Therefore customer wants this function to be implemented in IMS V13.
