Increase OSAM subpools from current limit of 255 to 1024 or 2048

As our BMP workload increases coupled with recent mergers we are fast approaching the limit of 255 OSAM subpool buffers. In our environment we have seen a slow down in BMP processing when too many BMPs are accesssing the same OSAM subpool due to latching at the subpool level. The only way we have been able to solve the issue and maintain our existing BMP run times was to split the database partitions into seperate subpools. In our enviornment wall clock time is very important, an in fact is tracked, and if run-times are exceeded we receive a problem ticket request research as to why. More often that not the solution is to add OSAM subpools which allows us to get the run-times back within the acceptable window. The farar that I have is that if we should go though another merger and more BMPSs and database are added we won't be able to create the nececessary OSAM spools to maintain our batch (BMP) windows.
