Enable MPPs and BMPs to connect to first *available* member of a Db2 data-sharing group

Right now, when using Db2 group-attach feature of IMS, BMP and MPP regions support only connecting to the very first member listed in Db2 group attach name table. If the first member of the group is unavailable, then no connection at all can be made to Db2 using group-attach feature. IBM is stating that this works as designed, even though it severely limits automatic and transparent failovers. 

We propose that when a BMP's or MPP's SSM member contains a Db2 data-sharing group name, that BMP continues going through the Db2 data-sharing group's GANT until it finds a first working and available member of that group. This would greatly enhance the group-attach feature and recoverability functions of IMS.
