Provide capability or a parm that the users of HFPMAIN0 TUNE function can use to specify the size of the work dataset

There were instances where processing a DEDB can get a B37 abend for the workfiles that the HFPMAIN0 TUNE utility uses in the course of its execution.  This requires manually coding the DD cards which could be numerous depending on how many areas are in the DEDB.  Having the parm will make it easier to get around the space abend or even avoid it.
