Add support to CONVERT to use the partitioning key from KEYSIN DD as coded in support of custom PSE's

This is useful for customers who use a custom PSE that produces a numeric key whose length differs from the DBD and is not padded with F's.  It is also useful when a custom PSE uses a numeric high key of '999' versus all F's for the last partition.  

This change would benefit any shop that may be using a custom PSE that produces a key whose length differs from the DBD.  As well, it would also benefit customers with a PSE that expects a numeric high key and does not use all F's for the last partition's high key.  For example, our PSE expects '999' to be the highest key and that is what we use in the last partition of all our HALDBs.

I believe the simplest solution would be to make CONVERT use what is coded in the KEYSIN DD input for the partitioning key without padding with F's.  For example, converting '100' to 'F1F0F0' is acceptable, just do not pad it to make it longer.  Also, CONVERT should use what is coded as the high key for the last partition and should not override that value with all F's.  For example, our PSE expects '999' as the highest key and does not support all F's in the high key.
