Change the timing of the first ASMTDLI call to shorten database unavailability during takeover phase

We are looking for a way to shorten the database unavailability during the Online Reorg takeover phase. At present, in some cases the database is unavailable for up to 3 minutes.

ORF team investigated with IMS team, From the results of the investigation, it was the first DLI call in the Apply phase that was taking the time.
ORF development team recons that by changing the ASMTDLI call timing, the database downtime can be reduced significantly.
