Modifications in ICON to exploit upcoming changes in PL/I memory layout and RDz

This requirement has been submitted as MR1220127810.

RFE ID 29703 requests the PL/I compiler to handle varchar variables of complex structures in a way that allows the size of IMS Web Service requests and responses to be minimized. RFE ID 29705 requests RDz to support this in the xsebatch feature.
The present RFE asks for the corresponding changes in ICON in order to exploit the solution provided in PL/I for RFE 29703 and RDz for RFE 29705.
