ERE abend U2800 should not have to happen,

ERE fails with a 2800 when OLC was in progress when IMS abended and the OLCSTAT data set gets locks. If there are no active IMS systems the data set needs to be unlocked by a batch utility. This delays the ERE until this is done. We need an option on the ERE command to indicate that we know the OLCSTAT is locked and it should be unlocked for this IMSID
