RELATED IDEAS

Allow IMS to start CSL tasks if not started even with RMENV=Y

When CSL is enabled, IMS wait for CSL tasks if they are not started. When RMENV=N, than we can tell IMS to start SCI and OM when not started via the proc name.
IMS should still be able to start both SCI and OM when RMENV=Y is specified, but we should also be able to give the RM proc name and have IMS able to also start RM.
