Resolve huge ECSA usage problem caused by DMHR

Our customer is now designing new account system and they caused ECSA shortage by plenty of DMHRs.
This main contributing factor is BMP batch a lot of insert calls toward one area.
When initial create they needs to insert 800 million root segments to 800 areas on multiple enviroment in short time,
Their operation needs a lot of FP buffers as well as DMHRs, because one DMHR handles all update processing for 1area.

Currently, FP buffer resides on 64bit area, customer think it means "expanded" actually.
So they understand DMHR is one of the tasks that has the risk of enlarging as a resource remaining on ECSA.

They think solutions like dynamically compress DMHR commands or expand FPBP64C options, and reside it above the 2G bar like FP buffer etc..
But they also think that any solution method is acceptable.
Because they hope DMHR will not cause a lack of ECSA memory, and it is their truly request.

    Hi Junichi Kikuchi,
    Thank you for your interest in keeping IMS a vital and successful product. Software development has continuously evolved during IMS's lifetime, and so has IMS itself. We have kept pace with, adopted, and implemented many industry standard best practices within our organization, including Continuous Delivery, Design Thinking, and Agile.

    When choosing new features to add from the list of requirements in our backlog, we assess which will bring the most value to as many clients as possible and prioritize those.

    At this time, after reviewing this request for enhancement and assessing its potential value, we have decided to reject it. The reason we are rejecting RFE 111635 is we have not had many clients ask for this enhancement. Also, Buffers can be moved above the line but DMHRs above the line would require a rewrite of FP buffer header management. We would rather invest in high priority items that bring the most value to many clients.

    We appreciate your input to IMS, and we hope that you will continue to submit ideas for improvements as customer feedback is a key component to shaping the future direction of IMS.

    After reviewing this request for enhancement and assessing its potential value, our decision is to add this item to our backlog. Items in our backlog are expected to be delivered within the next 18 months. We reserve the right to re-prioritize our backlog items as new requests come in. This helps ensure that we are constantly focused on providing the best value to all of our clients.
