Change CIOP pool to 31-bit

Per the following CIOP lives in 24 bit private:

We request IBM change CIOP to exist in 31-bit private.

    Dear Mr. Darrold Usher:

    Thank you for submitting this IMS enhancement request.
    After giving the request a comprehensive review, we have determined that we cannot include it as a candidate in an upcoming release because it would adversely impact a large number of our customers. As a consequence we have, unfortunately, rejected this request.

    There is equivalent HIOP pool for 31-bit storage. There is also the callable services for GET/REL storage which the user exit can exploit.

    We appreciate your input to the IMS development team. We also hope that you will continue to submit ideas for improvements as customer feedback is a key component to shaping the future direction of IMS.
