IMS ABEND at IRLM ABEND in non-XRF and non-FDBR IMS

In case of IRLM abend, IMS closes and stops all opened DBs and DEDB areas. It takes a while to close and stop these databases, therefore certain period of time is needed to recover from the outage.

For XRF and FDBR enabled IMS, there are APARs ( XRF : PM59299, FDBR : PI08325) to get IMS ABEND when IRLM abends, and the optional parameters are already provided. We need the same functionality for non-XRF and non-FDBR IMS.
