Limit the region type for IRLM lock timeout function

In Japan, most banking customers use an application framework called SAIL, an asset of IBM Japan Consulting, running in their production core banking systems. In the SAIL system, the SAIL control regions run as MPP and the application regions run as IFP.
Currently, IRLM lock timeout function in IMS allows for separate timeout values for BMP/JBP and MPP/IFP/JMP. If a lock timeout value is set for MPP/IFP/JMP and a timeout is reached in the SAIL control region, U3310 ABEND occurs and the entire SAIL system (including IFP application regions) will stop, severely impacting the core banking system.
To avoid lock timeout in SAIL control regions, the lock timeout values should be separated between IFP and MPP.

We are going to reject this Idea because this is a duplicate of IMSS-I-284 and IMSS-I-284 is already on our backlog.
