Reprocessing of messages after ESS returned a not ready condition at Phase I.

IMS should not reprocess messages in case an ESS system is returning a "not ready" condition at Phase one.
This may lead to different problems into IMS as we have seen in our customer environment .
The following are just two examples of what can occurs based on a programming error of a DB2 Stored Procedure.
A DB2 Stored Procedure accessing both IMS and DB2 is erroneously coded to issue a SQL ROLLBACK call in response of a SQL error received from DB2 (SQL ROLLBACK /COMMIT call not allowed when IMS is the Commit Coordinator).
When this occurs we have encountered two different situations depending on how the application is designed.
The ROLLBACK/COMMIT call is ignored and a SQLCODE 0 is returned to the IMS application
that :
1) if tries to to read the next message can enter an infinite loop, an error return code is not returned and a U0240 is not scheduled and the only way out is to terminate the message region via /STO REG command
2) id it terminate without issuing another GU a loop of U3055 is entered causing the spool to fill up.
IMS should be able to handle situations like this in a different way in order to preserve the IMS environment.

    Thank you for your interest in keeping IMS a vital and successful product. Software development has continuously evolved during IMS's lifetime, and so has IMS itself. We have kept pace with, adopted, and implemented many industry standard best practices within our organization, including Continuous Delivery, Design Thinking, and Agile.

    When choosing new features to add from the list of requirements in our backlog, we assess which will bring the most value to as many clients as possible and prioritize those.

    At this time, after reviewing this request for enhancement and assessing its potential value, we have decided to reject it. The reason we are rejecting RFE 20946 is because given our current priorities we cannot in good faith get to this within 18 months. You are welcome to resubmit this RFE at a later date and we will reconsider.
