IMS should support a QBUFMAX specification greater than 9999.

Currently the maximum value that can be specified for the QBUFMAX Startup parameter (maximum number of message queue buffers for the queue pool) is 9999. Customer could have the need to both limit the maximum number of Buffers by coding QBUFMAX, to avoid potential vistual storage shortage problems, and also to allow IMS to allocate more than 9999, i.e. in a temporary condition where several output messages are standing in QBUF Local Queues waiting to be delivered to the LTERM's connected to IMS.
