Immediate Error Reply for not connected TPIPEs

Currently if a TPIPE is not connected/not in RESUME TPIPE status, IMS waits for the timeout and comes back with an error.
In case WebSphere is shut down this leads to stalls in IMS and lots of error tickets/research.
It would be better if IMS detects a TPIPE not in RESUME TPIPE state to immediatly return an error instead of waiting for the timeout to occur.
The implementation can be using a new OTMA Descriptor parameter and new AIB return reason code for TPIPE not in Resume TPIPE state or TPIPE not connected.
The timeout should only occur, if the TPIPE is in RESUME TPIPE state.
