Make the LE enclave persistent in IMS MPPs without the need of a JVM running in the message region

With API provider and z/OS Connect configured in MPP there is a requirement to set the LLE with POSIX(ON), this drives massive volumes of SMF030 records to be created which leads to issues at offload.

from IBM IMS development:
From what we have seen a new LE enclave is created for any new transaction being processed in the IMS MPP region resulting from the dub/undub process, this creates more data and more records. Making the LE enclave persistent will allow more transactions to be processed under the same LE enclave. Today the only way to make a LE Enclave persistent in a MPP region is to enable the JVM into it so the IMS Development Team will consider the possibility of enabling persistent LE enclave in the IMS dependent regions without requiring a JVM to be active in the MPP.

    Thank you for your interest in keeping IMS a vital and successful product. Software development has continuously evolved during IMS's lifetime, and so has IMS itself. We have kept pace with, adopted, and implemented many industry standard best practices within our organization, including Continuous Delivery, Design Thinking, and Agile.

    When choosing new features to add from the list of requirements in our backlog, we assess which will bring the most value to as many clients as possible and prioritize those.

    At this time, after further review this request for enhancement, we have decided to reject it. The reason we are rejecting the Idea IMSTM-I-316 is because we would not be to get to this item within 18 months based on the current priority. We constantly review our plan and priorities and this is a requirement will be saved for future review and consideration.
