Add "user" field to PARMBLK

TI has a usermod where we require a field in PARMBLK (PXPARMS) to chain one of our data areas. This usermod has existed for 30+ years. We use one of the "reserved" fullwords at the end of PXPARMS to store the address of this area. We use the last reserved fullword to avoid our area getting stepped on by IBM updates as well as to avoid needing to re-assemble.

Whenever PTFs come out that update PARMBLK and add new fields to these reserved words, we need to do a corresponding usermod update to make sure the new number of reserved words takes into account our fullword. Basically we just subtract one from the new number of reserved words.

I would be easier if there were a "user" field in PARMBLK that is reserved for customer use. That way we would never need to worry about the number of reserved words and IBM PTFs affecting this usermod.
