PDSE support for IMS (Steplib)

Currently IMS does not fully support PDSEs outside of MODBLKS, PGMLIB, SMPLTS, and SDFSJLIB.  However the direction of travel  for other Mainframe Components seems to be to move from PDS to PDSE with IMS not falling in line with this.  This causes issues with program products that have shared infrastructure with other subsystems.   It seems like vendors are catering for  going down the path of PDSE for Z/OS and other MF subsystems without IMS yet being able to support PDSE.   It would make life easier for the customer,  to only push the agenda of PDSEs once IBM offered PDSE support for all its Mainframe Technologies (including IMS).  

The current lack of PDSE support for IMS means where program products have shared infrastructure the IMS specific modules are needing to be split out into PDS's , with the rest of the components residing in PDSEs. The upshot of that is potentially 1000s of application JCL changes to cater for new load datasets for program products.
