Allow specification of region type in IMS command - UPDATE PGM NAME(*) START(REFRESH)

Currently when we promote programs we stop and start all our message regions. Doing a UPDATE PGM NAME(*) START(REFRESH) returns a return code of 8 due to - CC 48 NOT ALLOWED FOR IMS RESOURCE. This means we would not be able to setup alerting on this statement to notify us of an issue with the command. If we could specify that it only targets programs currently waiting in a message region using the belo command as an example -  

UPDATE PGM NAME(*) START(REFRESH) REGNTYPE(MPP) 

- we would not need to recycle our regions and would also not receive a return code of 8, allowing us to be notified if an issue occurred. This command could also be setup for JMP and BMP for users who wish that.
