Enhance IMS TM Resource Adapter's setPassword method to handle RACF passphrases

Currently the IMS TM Resource Adapter has two different methods for setting RACF passwords and for setting RACF passphrases (setPassword and setPasswordPhrase). This causes development and test effort when customers migrate from password to passphrase usage. It also causes issues with other products, which are using TMRA under the covers when the fact, that TMRA has two different methods isn't being noticed by their developers (e.g. IBM z/OS Connect, IBM z/OS Connect Designer, IBM Integration Bus, ...). Because of this it would be better, if the IMS TM Resource Adapter setPassword would automatically treat passwords with a length extending 8 characters as passphrases instead of requiring to use the setPasswordPhrase method instead. Other IMS connectors like the IMS Universal JDBC Driver have implemented the passphrase support like this, which makes it much easier to migrate from passwords to passphrases and avoids issues with other products based on these connectors.
