Being able to protect an IMS TM system from to many BMP checkpoint messages

In an IMS TM only system there is no way to configure the IMS system so it's protected from BMP's that flood the system with checkpoint messages. 
There is a parameter OPTIONS ISSUE681. That option isn't read by the IMS  system when you have an IMS TM only system. 
So first part of the idea is to be able to use this parameter on an IMS TM only system.
The other part of the idea is that this parameter doesn't protects agains extended checkpoint messages like DFS0540I. 
In the JCL of an BMP you are able to use the CKPTID parameter to prevent DFS681I messages as well as DFS0540I and DFS0542I messages.
If this option/parameter is available on system level, the system isn't dependent on the fact that all users submitting an bmp jcl use the correct settings.
The impact of a user doing things wrong is a bad responding system, but it can escalate in an IMS or LPAR failure.
So the second part of the idea is to extend the existing   OPTIONS parameter at system level so it gives the same capabilities as the CKPTID of the BMP jcl in regards of suppressing checkpoint messages.
