Detecting inoperable subsystem to be decommissioned ( middleware CICS , DB2 , MQ , IMS )

In Health Exceptions, enable a "bottom line" parameter , in opposite to threshold,  to filter out low or no activity in metrics indicators like paging , CPU consuming and virtual memory usage. 
If this behavior persists in a time period  is a candidate to scream test and deactivation.

    It would help us proactively identify idle subsystems or LPARs and support cost saving decisions like scream testing or decommissioning. I fully support this idea as  it aligns perfectly with operational efficiency and infrastructure optimization goals!

    While traditional health monitoring focuses on threshold breaches (e.g., high CPU, memory, paging), this feature could introduce a "bottom line" filter — the opposite of a threshold — to detect low or no activity across key performance indicators.CPU Consumption Paging Activity Virtual Memory Usage Subsystem-Specific Metrics: CICS: Transaction rate, task activity MQ: Message throughput, queue depth IMS: Message processing, DB access rate
