Add "Event" Annotations to IntelliMagic

IntelliMagic Vision could benefit from the ability to toggle on/off event annotations. Giving administrators the ability to insert an event into the DB. This event could range from anything from a large Application Release or Retirement, a CPU or storage upgrade, a DB2 release, etc etc. Even a large system wide outage could be an inserted event. Granularity would depend on each client's needs. Essentially the admin enters a date/time or even a start-and end date/time, and a short description - 20 characters perhaps.

The IM Vision UI could then be enhanced with a checkbox to 'Display Events', and when this is clicked, the user will see the the 20 characters if any of the timings associated with the event are within that report's time range.

This would give us the ability to have annotations of major/minor events within the tool. Essentially, if I'm looking at a CPU chart and see a massive reduction, I could turn on "Display Events" and see that an application was retired at the same time that the reduction started.

This feature will go a long way to extending our operational history to include events in addition to the data. Think of them as the 'sticky notes' reminding us what happened on the platform at specific times.
