IZBR WEB API server STC should support APPTABLE being outside of usermac

The webapi server needs the APPTABLE. It only supports it being in the usermac through DD USERMAC
//USERMAC  DD DSN=SYSTEM.IZBR.USERMAC and will look for member APPTABLE here. 

Due to version control of the software components we cannot write APPTABLE into the USERMAC. APPTABLE is in a sequential file. 
All STC's and CNTL using the apptable support this. For example the RT/SMF - REAL-TIME DISPATCHER has seperate DD for usermac and APPTABLE
