Enhance IZBR backup syntax structure to facilitate common language regardless of backup engine

IZBR supports backup tracking for a variety of z/OS backup utilities. Often a client running IZBR will incorporate IZBR specific backup procs based on a specific utility. When that client choses to adopt a new solution they can be faced with mass JCL changes. It would be good where possible if IZBR adopted a common syntax structure regardless of utility.
