Use timezone offset already in SMF 110 records for CICS components

We would like an option to use the timezone offset already in the SMF 110 records, instead of the CICS_TIMEZONES lookup table to reduce the amount of wrong data collected during a time change and eliminate the need to monitor the offsets in the lookup table.

Please either add this option to the product, or remove the need for the CICS_TIMEZONES lookup table altogether by reading the offset already in the SMF records.
