Collecting Db2 Integrated Synchronization counters in IZDS

IBM Z Decision Support currently does not collect Db2 Integrated Synchronization IFCID 2 counters.

In Db2 component table DB2_IDAA_STAT_S_H/D there is column REPLICATION_CPU, but is only populated with data for CDC replication. Since we have migrated from CDC replication to Db2 Integrated Replication, we no longer not have replication CPU information. 

There are three fields that were added to data section Q8ST for each active accelerator that we would like to be able to monitor via IZDS:

Q8STLRCP - CPU time used by the asynchronous log reader task of the Integrated Synchronization function on behalf of this accelerator
Q8STLRZI - zIIP time used by the asynchronous log reader task of the Integrated Synchronization function on behalf of this accelerator
Q8STLRZE - zIIP-eligible time used by the asynchronous log reader task of the Integrated Synchronization function on behalf of this accelerator

The idea is to collect Db2 Integrated Synchronization IFCID 2 counters in IZDS Db2 component.
