Detect correctly record format type configured for PDS by a query on the PDS name itself

Currently, zFile query on the record format type of a Partioned Dataset appears to (always) return FB, even when it is configured with Undefined record format (U). When the query is given a dataset member, then it returns correctly.

(This issue may also exist with other dataset attributes.)

It's good if such query using the PDS name could return the type of the record the content the dataset will be stored (i.e. in its members).

For a PDS without a member the application may need to know the correct record format type to proceed with its operation. Or, when adding a new member, and the info of record format is needed, it is more efficient to query directly on the PDS name, rather than on a member name, which needs another query step for the listing.

    A sample Java program (which uses catalog search and returns the RECFM of the target data set) was provided to the RFE submitter. They confirmed the record format type retrieval works with U record format type, and meets their needs. Closing this RFE.
