Discover the fd of a Java Socket (for C operations), or introduce Java API for such C operation on the Java Socket.

Socket fd is a visible as a holder reference to a socket. In some scenario with Java socket that some operation or check could not be done at Java level/API. For example, our product's requirement to check if the socket (connection) is under an AT-TLS security protection status that as my understanding currently done by C ioctl calls (on the socket fd argument).

Currently, we have to implement JNI reflection to discover the fd of a Java socket, which is lengthy and requires some level of complexity. And, security restrictions might come for JNI reflection in the future that could break out implemenation.

It would be nice if our final goal of checking the status of AT-TLS security protection can be done simpler and more effective. We wish for a Java API (on Zos) to perform the ioctl call directly on the Java socket, or a Java API that could retrieve the fd of a Java socket to be used in the ioctl calls replacing the JNI reflection calls that we current have.
