Enable Data Virtualization Manager (DVM) capabilities on zCEE OAS3

Under OAS2, zCEE and DVM are able to communicate via WOLA… whenever the connection is established between the two of them, applicable DVM services are installed in and available to zCEE (but only for the duration of the zCEE instance).  In addition, APIs can be built on top of those services to create a RESTful interface.  This same capability should be made available under the OAS3.  While WOLA does not need to be communication method, if it is the most expedient route, it should be pursued.

As there has been no mention of this feature being deprecated between the OAS2 and OAS3 runtimes (nor have any other features not directly related to changes in the open API specification), it should have already been included.
