vim and ebcdic support

If you use the --version command on vim you can see the following (abbreviated):

>vim --version|more

The -ebcdic indicates that vim is not able to handle ebcdic files. It would be very useful if it could, e.g. when you connect by putty to the system.

    All of the IBM OEF tools are built in ASCII mode, but they still support I/O on EBCDIC files as long as you have appropriately tagged your files. (using chtag) 

    Let us know if there's a specific issues with the current support.
