Add sudo to the OEF

sudo is the ideal way to invoke authorized (superuser) tools under OMVS and should be included with OEF since it isn't provided as part of the IBM z/OS USS set of tools.

Comment from Joel Ewing as posted on IBM-Main Listserv

Including, of course, adding suitable RACF profiles to control what groups or users are authorized to use the "sudo" command, what user identities they are allowed to change to, and which of those users or groups are required to supply a password associated with the new identity. Those kinds of controls exist for the "su" and "sudo" commands in the Linux world.

From the System Z Enthusiasts Discord:

z/OS system administrators often face the challenge of granting users the necessary privileges to perform their tasks without exposing them to excessive authority. Traditional methods, such as sharing UID(0), making users surrogates, or providing BPX.SUPERUSER authority, come with significant risks. These approaches can inadvertently grant more access than intended, compromising system security. Including sudo in OEF will provide customers and ISVs with a much better option for installing z/OS UNIX products and tools.
