Replace legacy POSIX tools with their modern open-source equivalents

On behalf of the zopen community...

to improve usability, script portability, and developer experience on z/OS UNIX System Services, it's recommended to replace legacy POSIX tools with their modern open-source equivalents. Many default z/OS UNIX utilities lack key features expected in modern Linux environments, causing challenges for developers. By adopting widely used open-source tools like those from GNU and other major projects, OEF can provide a more familiar, powerful, and compatible environment on z/OS.

    I have three concerns

    1. the z/OS tools in some cases have additional capabilities which will need to be included

    2. the z/OS tools in some cases have conflicting options and that will need to be addressed

    3. the man page formats are different between the z/OS and open tools, including the mandb and that must be addressed at the same time
