Make CPU Resource Limiting effective for EXEC JCICS calls

We have some development going on with JAVA under CICS. When a transaction goes into a loop, RLCP ignores it. We have learned (see Case TS013710405) that RLCP only monitors EXEC CICS calls and not EXEC JCICS calls. Also, it ignores any programs that start with DFH and our JAVA tasks all run under DFHSJTHP.

It would be very useful if RLCP could purge tasks that issue EXEC JCICS  calls as well.
