E3270UI backward navigation to represent options instead of selectable items

First, this request is for HKOB700 so cross product.
We'd like to have the OPTION to change basic navigation within the E3270UI a bit.
Right now, when a selectable item is selected with /, the possible selection actions are presented in a pop-up list. Once the desired action is selected and navigation to the next panel is complete, a subsequent PF3 goes back to the previous item selection list.
We want it to be POSSIBLE to change that behavior in a profile setting so a PF3 does not return the ITEM selection list, but goes back the ACTION selection list.
