[PARMGEN] A flat dataset (without member) for SYSTCPD

During the PARMGEN, there is a step for Global variable setting.
- hlq.WCONFIG($GBL$USR).

My customer is using the SYSTCPD as a flat dataset. (no member).
- ex) GBL_DSN_TCP_SYSTCPD_TCPDATA "TCPIP.DATA"

Currently, the PARMGEN creates JCLs as below.
"TCPIP.DATA(TCPDATA)"

I hope the PARMGEN allow to use Flat dataset.

    This RFE was delivered in PARMGEN update of 2Q2015.
    The update allowed varying IP deployments also allow for a PDS format for SYSTCPD DD and sequential format dataset.
    Sequential format is supported by the PARMGEN GBL_DSN_TCP_SYSTCPD_TCPDATA.

    Due to processing by IBM, this request was reassigned to have the following updated attributes:
    Brand - Servers and Systems Software
    Product family - zSeries Software
    Product - Tivoli OMEGAMON XE on z/OS

    For recording keeping, the previous attributes were:
    Brand - Tivoli
    Product family - Performance Monitoring
    Product - Tivoli OMEGAMON XE on z/OS
