Omegamon wants ALTER rights to IXLSTR.SYSARC_HSMCR_RCL just to read.

Omegamon wants to only read (according to 22269,021,724) the HSM common recall queue, but wants alter rights (ICH408I attached below). Omegamon should use the appropriate level of access, read operations should only require read access.
